An applied research think tank catalyzing implementation of sustainable, resilient public infrastructure.
Our Mission
COSI, the Center for Optimized and Sustainable Infrastructure, is a 501(c)(3) nonprofit formed in 2025 to catalyze cost-effective, sustainable infrastructure that promotes environmental, climate, societal, and economic resilience. Through international partnerships and innovative technologies, COSI fills data gaps, linking threats to measurable, implementable outcomes that yield a holistic range of public benefits.
COSI’s focus lies in the built environment, inseparably linked to the natural environment. Methods to build and rebuild effective infrastructure, through definable metrics, funding, financing, procurement, and processes, will be tested and established at a level of detail that enables and spurs action.

Ken is a Civil Engineer with over 30 years serving both the public and private sectors. He has served in executive leadership for an international civil/environmental consulting firm and as President of the Asian American Architects and Engineers Association (AAa/e). Ken has been twice recognized by ASCE as the Outstanding Civil Engineer in Private Practice in California. He is also a Senior Principal at Geosyntec Consultants, focused on geoenvironmental and water resources solutions.
